There are a substantial number of vacant housing units, vacant businesses, and a host of open lots throughout the community. There are approximately 36% combinations of residential vacant and open lot properties. We believe this is a breeding ground for loitering, crime, and putting youth at risk with NO alternative Youth Development Center outlet to provide constructive programs for youth to have a wholesome environment to develop into productive citizens as they mature from adolescent, teenager, to adulthood.
