Project Manager – GSA, United States Secret Service, overseeing the development of the Master Plan Study to be submitted to National Capital Planning Commission (NCPC) and the Maryland National Capital Park and Planning Commission of Prince Georges County (MNCPPC). The A/E is preparing Master Plan Study documents for future expansion of the USSS campus. Thirty-four buildings will be added to the campus. The A/E is prepared an Executive Summary for Congress to review for the purposes of future design and construction funding. These documents are prepared at a level of 100% so that NCPC and MNCPPC can complete the full review and approval process of the Master Plan Study. The A/E is also scheduled to design and prepare construction documents for infrastructure extension for future Canine Facility and Firearms Complex, and the new auditorium addition to the Merletti Building. Project Manager – GSA, Internal Revenue Service Headquarters (IRS) Modernization Project, Washington, DC
$55.3m project to replace the on grade basement slab with a structural reinforced concrete slab. Replace associated mechanical and electrical equipment affected by the concrete slab work. Upgrade the incoming electrical system to meet the present and future demands. Renovate and Re- program office and workspaces to accommodate the floor slab replacement. Complete the fire protection program to provide sprinkler and fire alarm protection in the remainder of the building from the 2nd through the 7th floors. Upgrade egress and first floor corridor areas to meet the National Fire Protection Association 13 (NFPA13). Renovate all restrooms throughout the building to meet the
American with Disabilities Act of 1990 (ADA) and to satisfy the National Plumbing Code. Restore windows throughout the building, clean, re-point masonry and stonework to be within the guidelines set forth by the State Historic Preservation Officer (SHPO), The Nation Capital Planning Commission (NCPC), and The Fine Arts Commission (CFA). Responsible for the design phase. Responsible for the A/E selection process, as well as managing, developing and coordinating a complex design program. Prepared the Architect Engineer (A/E) scope of work statements, and Construction Management (CM) scope of work statement. I am currently initiating periodic partnering seminars involving all project stakeholders to improve and enhance communications process. At my direction, the A/E is currently conducting surveys and studies. The Construction Management firm has been selected and under contracts to assist in the review of the design documents.

Program Manager – GSA, Security-UP Project, Washington, DC
$26m program to provide security upgrades in over 500 buildings and properties within the NCR. I was given the responsibility for directing the National Capital (NCR) Security Countermeasures (CM) Validation and Implementation Program. Organized and managed the three (Federal, Leased, and Delegated Buildings) Implementation Teams to construct and install all approved CMs based on the guidance provided in the 1995 Department of Justice (DOJ) Vulnerability Study. Coordinated the construction installation requirements with the GSA Property Management Centers and building owners, and work closely with the National Capital Planning and the Commission of Fine Arts to obtain the required approval for certain CM projects. Reported weekly on progress to the Director, GSA Federal Protection Service (FPS), and the NCR Assistant Regional Administrator (ARA).

Project Manager – GSA, District of Columbia Public School Emergency Repair Program under the District Courts Supervision.
$10m program to provide innovative procurement, design and construction strategies to replace roofs, to replace boiler rooms, to restore fire and water damage gymnasium, replace HVAC roofing units, and to repair structural foundations. As Project Manager, I worked closely with the District of Columbia Public School (DCPS) Maintenance and Management Division to coordinate construction work and to avoid disruptions to ongoing school activities. I managed the construction contractor, negotiating and issuing construction modifications, approving and processing contractor invoices, and responsible for the project final acceptance and close-out.
04/94 – 04/96
Project Manager – GSA, Department of State Columbia Plaza Renovation Project $15m project to renovate (242,000 S.F.) to include the Prodigy Child Development Center (10,000 S.F.), a Medical Facility (40,000 S.F.)(Medical Facility supports the Department of State employees and families), and a computer facility with an uninterrupted power supply system (UPS). I managed the construction phase to include asbestos abatement, HVAC upgrades, plumbing, power, fire protection, telecommunications, architectural, and ADA upgrades, tenant space build-outs, etc. As Project Manager, I negotiated and issued construction change orders, approved and processed contractor invoices, and responsible for project final acceptance and closeout. In addition, I managed the multi – appropriated accounts and track these accounts until project closeout.

Project Manager – GSA, FBI John Edgar Hoover Building, Sprinkler and Fire Alarm Protection Project $6m project to upgrade fire protection system through the building to meet the National Fire Protection Association 13 (NFPA) safety code. Responsible to manage the construction phase to include construction change orders, approved and processed contractor invoices, coordinate with FBI to enter high security workspaces, GSA POC for day to day activities regarding the contractor work schedule, coordination with GSA Fire Alarm Shops and responsible for project final acceptance and close-out.

Project Manager – GSA, FBI John Edgar Hoover Building, Elevator Upgrade Project $2m project to modernize ten passenger elevators at the 22 year old Federal Facility. Worked as both Project Manager and Construction Engineer scheduling work and tracking progress, coordinating utility and elevator service outages with the client agency, managing the construction contractor, negotiating and issuing construction change orders, approving and processing contractor invoices, and responsible for project final acceptance and close-out.
